Football Dynasty League Constitution
.
I. League Guidelines
A. This will be a 20 team League split into 2 Conferences each comprising of 2 Divisions of 5 Teams.
B. The League will be a full "Keeper" league, where players are retained by each team in perpetuity or until released via Waivers or traded.
C. No player may be on more than one roster at any given time.
D. The League will incorporate a "Salary Cap" system, as outlined in section VI. below.
E. There will be a 13 Week "Regular Season", followed by "Playoffs" which will last 4 Weeks (see section IX. below).
F. Each week in the "Regular Season" will coincide with the actual NFL schedule for the same season.
G. Each week shall consist of one Head-to-Head game for each team in the league, in a schedule determined by the Commissioner annually.

II. Annual Rookie Draft
A. There will be an annual "Rookie" draft held in June or July, with a draft order determined by a combination of a Lottery System and by
the prior season's Playoff results. The order shall be determined and announced at least one month prior to the draft.
B. The Draft Lottery will consist of the 8 teams that did not make the Playoffs in the prior season, and will be conducted via Dice Server,
where each team will receive a number of dice to roll based upon their finish the prior season. The team with the highest result will receive
the #1 pick, the next highest result receives the #2 pick, etc. Any ties will be resolved by additional rolls between tied teams as needed.
C. The remaining (Playoff) teams will pick in reverse order of their Playoff finish, with ties resolved by Points Scored.
D. The draft will be conducted via Internet Draft Website, or a combination Email/AIM as needed, with the results posted.
E. Each Rookie draft will consist of 6 rounds, and will proceed in 1 thru 20 order in each round.
F. Only NFL Rookies that were drafted into the NFL in the most recent NFL Draft, or Rookies drafted in previous NFL drafts but unsigned
by an NFL team are eligible to be drafted. Any NFL Free Agent Rookies that went undrafted in the NFL are not eligible, and are Free Agents.

III. Draft Pick Restrictions
A. No team may accumulate more than 4 draft picks in any one round, or more than 12 in any one draft. Any trades causing a team to exceed
these limits will be voided.
B. Draft picks may be traded, however not beyond the current and next drafts (see example):
Example: Prior to and during the 2006 draft, only 2006 & 2007 picks may be traded. After the 2006 draft, 2007 and 2008 picks may be traded.
C. Only Draft picks from Rounds 1-4 may be traded, 5th & 6th Round Draft picks (and Free Agent Draft picks) are not tradeable.
D. No team may go two consecutive Rookie drafts without making a pick in the 1st round. The pick does not need to be their own however,
it may be another team's that was acquired via trade. Any team violating this rule will have the subsequent season's picks frozen.
E. No team may hold the #1 overall pick in the Rookie Draft for more than 2 consecutive seasons, unless they do so with their own original
pick as a result of the Draft Lottery in each of those drafts, in which case the limit will be 3 seasons.
F. Any team awarded the #1 pick via Lottery draw (as in D. above) for a fourth season (or third if either of the first 2 seasons were not their
original pick), shall receive the #2 pick instead with the #2 team moving to the #1 position.

IV. Roster Restrictions
A. There will be three Roster divisions, an Active Roster, Reserve Roster, and an Injured Reserve Roster.
B. Each team shall be limited to an "Active" Roster of no more than 30 players, and no less than 23 players.
C. An "Active" roster much have at least:

2 - Quarterbacks

3 - Runningbacks 3 - Wide Receivers 2 - Tight Ends 1 - Kicker
3 - Linebackers 3 - Def Ends/Tackles 3 - Cornerbacks 3 - Safeties .
D. No team will be allowed to have more than two Kickers at any time.
E. Each team shall be limited to a "Reserve" roster size of no more than 5 players.
F. Non-Injured Players may only be placed on the Reserve roster in the time period between the end of the Rookie draft and the Friday before Week #1.
G. Any Non-Injured player on the Reserve roster must remain there the entire season, and may not be activated until the end of the Playoffs.
H. Any Reserve roster player not moved to the "Active" roster prior to the date that tradiing opens the next season, will become a Free Agent.
I. Non-Injured Reserve roster players' full salaries count against the Salary Cap.
J. "Injured" players may be placed (and activated from) the "Reserve" roster.
K. Any player designated as "Out for the Season" or listed on an NFL team's Injured Reserve, will have only 20% of their full salaries being counted against the Salary Cap, and must remain on the Reserve roster for the remainder of the season.
L. Each player is eligible to play one position throughout the entire season, as defined by their "Player Profile" page on ESPN or NFL.com.
M. If ESPN or NFL.com list conflicting positions, the owner must declare prior to the start of the Regular Season those player's positions.
N. Each team will be restricted by a Salary Cap, as defined below in section VI. below.
O. Roster Limits are in effect from one week after the completion of the Rookie Draft up to the day before Trading opens for the next season.
P. During the "Off-season", the time period not included in H. above, Rosters may exceed or be below the defined limits.

V. Free Agents & Waivers
A. Begining the Friday following Week 1 of the Regular Season, each team will be allowed to sign up to two Free Agents per week. Roster,
Position, and Salary Cap Limits must be maintained (ie: Player(s) must be Waived to add Free Agents if need be).
B. In addition, each team may also make one "Injury" transaction per week, whereby a Player may be placed on the Reserve roster as "Injured" and a
replacement is selected from the Free Agent Pool. Waiving an "Injured" player on the Reserve roster will not count as a transaction.
C. Injury Transactions will have a priority over regular Free Agent signings.
D. In weeks where a Thursday NFL game is scheduled, Free Agent Transactions will be conducted on the Wednesday of that week.
E. Free Agent transactions shall be conducted by the Commissioner via Email only. Priority order will be based upon the reverse order of W-L
Records, followed by reverse order of Total Team Points Scored. The Commissioner shall resolve all ties as needed.
F. The Free Agent deadline will be the Friday (or Wednesday) immediately following Week 10, however Injury transactions may be made until
the Friday (or Wednesday) after Week 13.
G. Any players waived by teams in a given week do not become eligible to be signed as Free Agents until the following week.

VI. Salary Cap & Player Salaries
A. Each team will be required to adhere to a league Salary Cap, which will be equated based in part on the prior season's NFL Salary Cap.
B. All teams total salary must be below the annual Salary Cap figure by the date specified annually by the Commissioner, and
throughout the Regular and Post Seasons.
C. During the "Off-Season", as defined in section IV. above, each team may exceed the Salary Cap.
D. Each player's annual salary shall be their actual NFL salary for the prior NFL season, as posted on USAToday.com using their CAP
Value figure, with the exception of Rookies, whose first year salaries will be determined based upon the order in which they were
drafted into the NFL, which shall be determined by the Commissioner and posted on the League Web-site.
E. Any Non-Rookie player whose salary information is not available, will automatically be the NFL League Minimum as defined by the
NFL CBA which shall be posted on the League Web-site.
F. Once a player is waived by their FDL team, their salary no longer is counted against their team's Salary Cap.
G. Any team that exceeds the Salary Cap shall have players waived by the Commissioner to bring them into compliance.

VII. Trading
A. There will be unlimited trading throughout the year while trading is in an "Open" period.
B. Trading shall only be "Open" from the day following the completion of the NFL Draft through the Friday (or Wednesday) following
Week 10, otherwise Trading will be prohibited.
C. All trades must be confirmed by each owner involved and will be reviewed by the Commissioner. In addition trades may be vetoed
by the league if a 2/3 majority of league owners dispute the trade (13 owners).
D. Any trade that would cause a violation of Roster, Salary Cap, or Draft Pick limits will be voided, unless instructions to waive players
are included with the trade that would resolve any violations.
E. Draft picks may be traded, but are restricted as defined in section III. above.

VIII. Weekly Lineups & Scoring
A. Each team will be required to submit a starting lineup for each week's games.
B. Lineups will be due to the Commissioner based upon when the first NFL game of that week is due to be played:

C. Should a lineup not be submitted by a team, their previous week's submitted lineup will automatically be used.
D. The team with the most Total Points in each FDL weekly game shall win. Any ties during the Regular Season shall be
recoreded as a Tie.
E. The source for all scoring results will be a combination of a Raw STats service and NFL.com.
F. The acceptable lineup parameters will be as follows:

Scoring Notes:
- In Kicker Bye Weeks only, teams' will have the option of using a secondary Kicker (if they have one on their roster) or receiving their regular Kicker's
season to date Average Points scored in place of performance points.
- A player will recieve 0.5 Pts for a "half" sack.
- Any points scored by a Defensive Player not on any FDL team are not awarded.
- Any Fractional team scores will be automatically rounded up, so a 50.1 score will be considered 51 points.

IX. Playoffs/Post-season
A. The following teams will make the playoffs each season:
- Each Division Winner automatically advances to the playoffs.
- The next four non-Div winning teams in each Conference with the best W-L will advance as Wildcard teams.
B. In the event of a tie for the Division Title, the team with the best Division W-L record shall be awarded the Division Title. If still tied, then
it shall be resolved by 1) Head to Head matchups, 2) team with the most Total Team Points Scored, 3) Conference W-L Record, 4) Coin toss.
C. In the event of a tie for a Wildcard spot, the teams with the best Conference W-L record shall be awarded the Wildcard. If still tied, then
it shall be resolved by 1) Head to Head matchups, 2) team with the most Total Team Points Scored, 3) Division W-L Record, 4) Coin toss.
D. Each Conference will then be "Seeded" in each Conference as follows:
- Division Winner with best W-L Record, #1
- Other Division Winner, #2
- Wildcard Teams by best to worst W-L record, #3 thru #6
E. In the event of a tie for seeding, they shall be resolved as in section C. (Wildcard) above.
F. There will be no ties in the Playoffs. The higher seeded team will always be considered to have the Home Field Advantage and any Playoff
game resulting in a tie will be automatically given to the Home Team as a win.
G. The Playoff Schedule will be as follows:

X. Misc.
A. The Commissioner shall track all stats, results, standings, etc and post them on the League Web-site.
B. Potential Rule changes should be submitted to the Commissioner for review during the Off-Season, where they may be voted on
for league approval. A 2/3 Majority vote will be needed when new rules are voted on.
C. The Commissioner reserves the right to modify any rules as situations arise as he/she feels fit, either by submitting for a league
vote or by sole discretion under the premise of "In the best interests of the League".
D. The Commissioner shall have the final word in resolving all disputes.

A. This is a "Not for Profit", non-affiliated, non-endorsed, soley for entertainment/enjoyment entity.
B. There will be no prizes awarded, other than bragging rights for superior intellect and skill in winning the Super Bowl, Div Title, etc.
